Joe Biden on Tuesday was over an hour late to deliver remarks on Russia and Ukraine.
Russia lawmakers gave President Putin permission to use military force outside the country in a Tuesday vote.
Several European leaders said earlier in the day that Russian troops have moved into rebel-held areas in eastern Ukraine after Putin recognized their independence.
Biden was supposed to speak at 1 PM ET instead of 2 PM.
But he was late.
“This is the beginning of a Russian invasion of Ukraine…so I am going to begin to impose sanctions in response,” said Biden.
“Like I said last week, defending freedom will have costs for us as well and here at home. We need to be honest about that,” he added.
“When all is said and done we’re going to judge Russia by its actions, not its words. Whatever Russia does next, we’re ready to respond with unity, clarity and conviction…I’m hoping diplomacy is still available,” Biden said wrapping up his 10 minute garbled speech.
Biden then turned his back on reporters and walked away without answering any questions.
