The Loudoun County, Virginia branch of the NAACP is attempting a radical takeover of that county’s public school district, boasting over 80,000 students for the 2019-2020 school year, and school board members appear to be taking their demands seriously.
Following an apology from the Loudoun County Board of Supervisors and School Board made to black residents for the county’s more than half-century-old participation in Massive Resistance – a 1950s and 60s effort by Democrat Governor Harry Byrd’s political machine to fight the racial integration of Virginia’s schools – the NAACP presented the school district with a list of demands they are calling their “Terms of Conciliation.”
According to the terms, which can be found on the group’s website, the NAACP is calling for a total overhaul of Loudoun schools’ gifted programs, including the scrapping of standardized entrance exams in favor of an admissions lottery for students with final grades of a “C” or higher.
To help ensure the selection of a “diverse student body,” the NAACP is demanding that they play a central role as “a stakeholder in developing the process LCPS uses to revise its admissions criteria.”
The list of demands also includes the construction of a charter school for black students, the creation of after school and summer programs “with a focus on African-American studies,” and the formation of “after-school affinity groups for Black/African-American students at each middle school and high school.”
In addition to changing admissions policies and segregating students, the NAACP is demanding the school district enact “racially conscious” disciplinary strategies, create a computerized “bias incident reporting system,” force students, teachers, and staff to attend “equity training” twice a year, and provide taxpayer dollars to the NAACP “Education Discrimination Fund” and “Victims Compensation Fund.”
In recent weeks, district officials unveiled plans for a Stasi-like “wrong-think” reporting program similar to that of which the NAACP is advocating for, only to quickly return to the drawing board following a massive outcry from parents and teachers alike.
Under the since-withdrawn plan, employees of Loudoun County Public Schools would face the prospect of disciplinary action for the crime of making “comments not in alignment with the school division’s commitment to action-oriented equity practices,” both on and off the clock. Their co-workers would be encouraged to monitor and report any such comments. Were an ensuing investigation to find that a report was filed falsely, the subject of the report would be barred from pursuing any form of “retaliation” against the phony plaintiff.
Part of the “action-oriented equity practices” to which the proposal referred are courses on critical race theory that district officials have mandated for employees. According to a report from West Nova News, since 2018, “Loudoun County Public Schools has spent $422,500 in taxpayer funds ‘training’ staff on critical race theory.”
“The total includes $314,000 in 2019 for “coaching” and meetings hosted by The Equity Collaborative, an Oakland, Calif.-based consulting firm that specializes in helping school districts “create… social justice by addressing bias and oppression.”

Almanzán was the counter-signer on a contract with Loudoun Public Schools on April 3, 2019 that sent $242,000 to the group.Itemized costs included $120,000 for an eight-day ‘Systemic Equity Assessment.’ For that trip, three members of The Equity Collaborative were paid $5,000 per day.

The group has billed the school district $100,000 in 2020 so far.”
Despite President Donald Trump banning critical race theory from being taught in federal agencies and creating the 1776 Commission to promote pro-America educational materials, federal agencies have attempted to push back, and Virginia schools have largely led the way in resisting pro-America educational standards, with the nation’s leading high school, Thomas Jefferson High School, recently scrapping admissions standards and embracing critical race theory.
